Kevin Hobart (Chair)
We made Great Massingham our new home in 2020 and have integrated into village life and the wider community. My wife Lisa is the “Lady Gardener” who you may see around the village. Since retiring from over 40 years in the Catering & Hospitality Sector, and having been involved with Rugby Union for many years playing & coaching for the London Fire Brigade and other local Essex teams. I also held club management roles as the Club Captain and then Treasurer. Since making Great Massingham our new home I have taken on a new role as Beach Warden for Holkham Estate being part of the Nature Reserve Team. Protecting nature and environmental conservation are high on my agenda. I would like to support the great work the Parish Council and community groups carry out and hope my business skills and support for the local community will enhance and protect our village life.

Robin Arbenz (Vice Chair)
I grew up in a modest home in the rural area of Worcestershire, south of Birmingham, which laid the foundations for my appreciation of ‘the great wide open,” animals and especially birds.
Having left home at an early age, my career saw me working in the retail sector, and more latterly in Shopping Centre Management. I worked in a number of major Department Stores in the UK, including 16 years as part of The Executive Team of Selfridges, London with a 350 strong Team, including twelve Managers and Buyers. I was Chair of Selfridges’ Customer Service initiative for six years.
On retirement, my Wife, Vivien and I moved to Great Massingham in 2013. We both love this amazing Village and everything which it offers. I was Secretary to the Village Hall Trustees for four years during which time I installed the kitchen which had been donated by a couple in the Village, and I also procured a number of additional items which were required.
I am very appreciative of the fantastic support which I received for my Nomination, and look forward to being part of our Parish Council, which from my knowledge of the majority of other Members, is a Team highly committed to supporting and delivering for our Community.

Having grown up and lived in Great Massingham my whole life, I feel a strong sense of responsibility to support the village in whatever way I can. I have been running a farming business on the edge of the village for the last 10 years and have been a member of the village Fire Station crew for six years. I have a degree in Biology and am involved with farming body committees. I hope I can use my experience and knowledge to assist the parish council and local community to care for our very special village.

Kim Frazer
I am married with two grown up children and three grandchildren. My husband and I have been frequent visitors to Great Massingham since 2002 and finally moved here in 2011. I have been a Parish Councillor here, since 2020 and a member of Great Massingham’s Parochial Church Council (PCC) since 2012. I am also a Trustee for the Village Hall and volunteer at the local Primary school one afternoon a week. My career has centred around working in schools and Children Centres.
I have applied to “take office” again as a Parish Councillor, for Great Massingham, as
I believe I could continue to offer and provide a lot to the PC from my previous
experiences, together with my willingness to give time and energy to support any
further initiatives that protect and develop this amazing place

I moved here nearly four years ago, after retiring from Wiltshire. Here, I was a parish councillor & chairman of a Parish Council. Since moving, I now find myself chairman of the Historical Society, organiser of the quiz nights & I am also an active member of the biodiversity group. Otherwise, my hobbies include plastic modelling, philately & exploring beautiful Norfolk’s history.

I am a born and bred proud to be Norfolk person.
I came from Downham Market where my Mother’s family had lived for over
200 years. I went to Downham Market Grammar School and then worked in
Barclays Bank until about 1970 when I worked for John Brundle Motors in
Tottenhill. I met Robert there and when we got married in 1974 we bought
our first house in Great Massingham.
Our four children all attended Massingham Primary School and then moved
on to Litcham High School. Unfortunately, house prices were so dear when
they wanted to leave home none of them could afford to stay here.
I worked for Listawood (Arthur Allen) in the Accounts Department from 1988
for over 10 years and then worked for Stephenson Smart Accountants until
2003 when I decided to be a self-employed Book-keeper.
In 1977 I started as Parish Council Clerk for Great Massingham PC and
continued until March 2011.
After a little while I decided to stand for Councillor and was voted on in 2015.
I resigned in 2022 but decided to stand again at the 2023 Parish Council
Election as I want to help residents of the village as much as I can.
I am a member of the Great Massingham Coronation Club and Great
Massingham Village Hall Club. I started Great Massingham Craft and Chat
Club in 2015 and we make toppers for the post box outside the Village Store
to celebrate special occasions as well as having lovely chatty meetings every
fortnight!
The Role of a Councillor
They are elected to represent the interest of the local community as a whole and promote a harmonious local environment. The number of elected Councillors depends on the size of the area, in Great Massingham we are able to have 7 Councillors.
Local Councils are the first tier of governance and are the first point of contact for anyone concerned with a community issue. They are democratically elected local authorities and exist in England, Wales and Scotland. The term 'Local Council' is synonymous with ' Parish Council, 'Town Council' and 'Community Council'.
Local Councils are made up of locally elected Councillors. They are legally obliged to hold at least four meetings a year. Most meet on a monthly cycle to discuss council business and hear from local residents. District and County Councillors regularly attend parish meetings and report at the Annual Parish meeting. Councillors are expected to attend meetings on a regular basis.

Councillors must abide by a Code of Conduct, a set of rules on how Councillors are expected to behave. They must also declare their financial interests in the parish, details of which are kept by the Borough Council.
